How to set up 2 public pc's (like an internet cafe?)

Basically, my mate asked me the other day if i could set up two machines he will use for his guests in his hotel.

Obviously i can tie it down permission -wise with lets say a guest account, but what he wants is software that's similar to an internet cafe.

Where the guest will go to reception ask for 30mins of internet and then the receptionist will start the session remotely on the PC.

I'm open to any open source os's or programs, i just haven't tried anything like this before.

Any help is appreciated.
