my laptop has a 500 gb hard drive but its been partition into 3 parts recovery(30gb) primary with os(145gb) and the other partition for documents and stuff
i recently bought a 1tb hd and wanted to clone the 500gb into the 1tb but when i was lookin at the 2nd part of the partition i found this file "msdia80.dll" saved there. my question is is it safe to move it somewere else or delete it? so i can erase this partition and make it a whole hd so i can clone it to the 1tb hd?

So backup all your data onto the driver your keeping and git rid of the partition you don't need and then clone the drive.
