Got any good suggestion network monitoring software ( freeware ) that can block p2p and have bandwith management.

Also you might want to checkout IPcop for a free firewall/router linux distro t, you can setup rules to block (or even traffic shape) p2p traffic, like set p2p traffic as low priority.
Also checkout brazilfw supports QoS bandwidth limiting.
