I think you need to restart and make sure every step you do is precise with permissions and sharing services and passwords, assuming you use passwords to access shared folders.

Are there any switches or more than one router involved? Are you using a modem/router combo?
Have you ever been able to access these files over your network?

Nothing worked, but its ok I no longer need the network now, Thank you for all those who tried fixing this problem
