hi brian i checked all services everything seem to be running so ima at a loss just wish i never put win10 on now

if you still did not format try this
go to the device manger again and uninstall all the network drivers, it'll ask you if you want to delete everything just click yes.
restart the computer now windows should install the new drivers.
