After repeatedly attempting to get through to Microsoft I have found out that there is a problem with the activation servers for Windows 10 upgrades.
You may get errors stating the product key is blocked, or error code 0xc004f050.
They say it will be resolved automatically, activate automatically and take about a week.
Hope it's of use to someone.

Servers were getting overwhelmed with activation requests.

Update on the issue I thought was to do with server overload. I was upgrading a Toshiba C660 and it wouldn't activate, first of all Microsoft said it was due to too many requests for activation, but it wasn't. Some boards do not qualify for the free upgrade, this Toshiba is one of them. Even though it was running Windows 7. It took two weeks to get that nugget of info out of Microsoft. They went on to tell me that I could buy a full copy from the store, which is what I had to do in this instance.
