Compton he has stated that his NIC works in Linux (you must have missed that post). Sounds like that roll back to Windows 7 really goofed your NIC.

Is this a laptop or a desktop? Can you connect wireless?

Edit: I'm also wondering if the correct driver is being installed. Are you trying to install the latest network driver from the manufacturers website? In device manager can you post up the hardware ID of the NIC?
