0x800f081f windows 10 dism error

OpenGL is broken i cant use sony vegas and some games since this happen
I tried using SFC and DISM but they always show an error (also tried SFC fix by niemiro)

SFC: unable to fix all
DISM: 0x800f081f

my video drivers are updated
i try to go back to windows 7 but the feature was removed in the settings
really need to fix this i want to edit gaming vids and play games again.
My OS is Windows 10 Pro

Do you have .NET Framework 3.5 installed? if so can you please try this.

1. Go to Control Panel -> Programs and Features
2. Click Turn Windows features on or off
3. Turn off .NET Framework 3.5 by removing check-mark or blue marker.
4. Reboot when prompted

Example:

   

You maybe prompted to install .NET Framework 3.5 on reboot, please ignore for now

1. Now try and run Windows Updates until all your updates and patches are installed.
2. Once you have all your updates Turn on .NET Framework 3.5
3. Reboot when prompted

umm i have Framework 3.5 and 4.6 advance services
should i delete 4.6?

In the first guide your just removing the check-mark, this is not deleting .NET Framework 3.5, its disabling it so you can update.
