I have one question for everone.
When i start up my pc at the welcome screen there is a circle that is supposed to spin, well mine don't and it's driving me nuts!.
If anyone knows how to fix this i would be very greatfull.

I have a Windows Vista Home Premium 32 bit Dell Desktop 530s. 4 gigs ram. Radeon 4300/4500 graphics card and it's all powered by a 300 watt power supply. New WD 2T Black HDD.
Everything runs just fine it's just when i boot it up theres is a splash screen at the beginning that says WELCOME and there is a little blue circle that is supposed to be spinning but it does not, that is my question how can i get it to spin again or does it matter?
Any help would be appreciated.

If there is no problem with boot and everything else is fine don't worry about it.

Go to Start Button - in Search Box - type cmd on top menu Right Click cmd - Run As Administrator
in Command Prompt window type - sfc /scannow

Vista doesn't use a spinning circle on boot, that came about with Win 7.
My Vista has never had that spinning blue circle.

Mine used to spin, every once in great awhile it does.
All of the pc repair videos i've watched on youtube they all spin at the bootup screen so does the vista videos.

Did you run sfc and what was the result?:
Go to Start Button - in Search Box - type cmd on top menu Right Click cmd - Run As Administrator

Just out of interest but... Have you got any network shares or mapped drives setup?
