Try and disable Protected Mode

Open Adobe Reader, click Edit menu -> Preferences -> Security Enhances ] Now disable the Protected mode.

See if this resolves your issue.

Thank You Compton and Bri. I ran Windows Malicious Tool from your Video instructions Bri the CMD (excellent to know) and then Adobe opened my ISP PDF BILL no problems. I did not get to change settings as You instructed Bri. I opened GEGeek tool V.10.10 and went to Tech Docs, Pdfs and nothing will open not even empty Adobe reader DC. I get message Adobe failed to connect to a DDE Server.

I am also communicating with the author of GEGeek.

You need to disable Protected Mode for it to work.

No your not a amateur, your just learning and asking a question to something you don't know, that does not make you a amateur. Be leave it or not we all have to ask a question about something we don't know once in a while. Glad you got it sorted.
