If you're meaning, if I've upgraded from an older version of windows then yes.
I was using windows 8.1 then further on, i upgraded to windows 10 when it was available. :3

If a reinstall of ccleaner doesn't work then try downloading this zip file just make sure you choose the bit (32 or 64) then unzip the file and use 7zip to extract the file to the path specified in the error message after doing so restart your computer and see if you still have the same problem

I have already done that, I've downloaded a lot of anti-malware/virus programs to be sure. my system is all clean.
I watch the video and tried that myself I had no change after performing a repair on it something to what happened on the video

Thanks for helping me.
Is there any hope that I can get this fixed without a full system reset?  Sad  
I am happy to try anything  Confused , if you have something please suggest it.

Nope it is happening with: Sticky notes, CCleaner SonyVegas and a lot of other windows features that I can't open/run due to this error popping up.

Right chick on Start button and open Command Prompt(Admin).
At the Command Prompt, type:regsvr32 gdiplus.dll
restart your computer

This will register the file.

Please download Malwarebytes Anti-Malware and save it to your desktop.
  • Install the progam and select update.
  • Once updated, click the Settings tab, in the left panel choose Detctions & protection and tick Scan for rootkits.
  • Click the Scan tab, choose Threat Scan is checked and click Scan Now.
  • If threats are detected, click the Apply Actions button. You will now be prompted to reboot. Click Yes.
  • Upon completion of the scan (or after the reboot), click the History tab.
  • Click Application Logs and double-click the Scan Log.
  • At the bottom click Export and choose Text file.
Save the file to your desktop and include its content in your next reply

Tested hard drive with seatools, I've done all of the tests they all passed at 100% so that's good right? Smile
The other crystal disk info application didn't work for me the Gdiplus.dll error popped up so i was unable to run this application.
What should i do next?
