What is TiltWheelMouse.exe is it a Virus?

Hello Britec,
I have a problem. Please can you help me?
I found a process called TiltWheelMouse.exe and the actual file is in the system32 folder. It has automatically set to start up after user login in the MSConfig for some reason. I don't actually know where it came from, I don't know when it came to my system and I did not download or visit anything dodgy. My antivirus and firewall are running and up to date and didn't even notice that it is there. It was shown in the process tab in Task Manager the whole time so it seems to be running all the time.

I researched the file and found a website and it says that it is a Microsoft File but it is from a company called Pixart Imaging and the developer is. It is a file trusted by Microsoft to record keyboard and mouse inputs and monitor applications which is dangerous thing because I never heard of that company so I think that it is another method what Microsoft are doing to spy on me. I will also insert some screenshots and information about the file. I think that it just recently entered my system.

Please can someone tell me what type of virus this is? Please see the attached images to view the details of that file in my system.

I managed to delete the file by ending its process and deleting the file, and disabling it from startup.

My OS: Windows 7 Ultimate X64 SP1
Antivirus: AVG Free 2016 Latest Version and Virus update
