Thanks Compton but none of that seemed to work either. In the end I took the 'crack a walnut with a bulldozer' approach and I reinstalled Windows!
App Store downloads now working. Oh, and the irony? Well, the app I was so desperate to download turned out not doing what I wanted anyway!
oh well, at least I've got a squeaky clean install
Remember! You should exercise complete CTRL and you ALT to think carefully before you DELete stuff willy nilly.

Windows 10 is so full of bugs, its going to be a long while before they get it right.
Reset Windows update
- Click start, in search type “view local services”
- Click on “view local services”
- Navigate to “windows update” right click and press stop button.
- Navigate to C:\Windows
- Look for “SoftwareDistribution” and rename it to “SoftwareDistribution.0”
- Now go back to "view local services" and start “windows update”
- You might need to restart and then check the downloading apps in store
