[Solved] Pc will NOT SHUTDOWN and RESTART.

Hi i recently built a new PC last week,i already have another older pc that works fine still with WINDOWS 7 ULTIMATE 32 BIT but its really slow.

The new components are:
Z87 GIGABYTE MOTHERBOARD,i3 64 bit chip/heat sink/fan,GE FORCE 610 GRAPHICS CARD,500W POWER SUPPLY,2*4GB DD3RAM(8GB),4USB2,2USB3 PORTS,NEW TOWER.

I built the new pc all went well,started up with nothing connected all fans hard drive PS worked well.

Installed WINDOWS 7 ULTIMATE,SP1,64 BIT VERSION,all again went well INSTALL/SETUP,connected internet all the time during process.

Installed the drivers from the  MOTHERBORD CD DISC,and Graphics CARD CD DISC,UPDATED WINDOWS THROUGH UPDATES no problem but PC would not "RESTART" afterwards?,i had to hard start press START BUTTON HOLD DOWN FOR 10 SECONDS to turn off PC,then turn on as normal.

When prompted to Restart PC after windows updates i selected "Restart Now" rather than POSTPONE the PC went through the process of shutting down,but did not.
Here's the sequence of what happens when selecting restart under all options either at START MENU RESTART or WINDOWS UPDATE yellow box Restart/postpone Ddialogue box.

1/LOGGING OFF
2/SHUTTING DOWN
3/HARD DISC ACTIVITY  LED RED LIGHT BLINKS THEN CUTS OUT LED DESKTOP TOWER CASE
4/MONITOR GOES BLACK...THEN NO SIGNAL DISPLAYED
5/ALL USB DEVICES MOUSE,KEYBOARD,EXTERNAL HARD DRIVE "INACTIVE",DO NOT FUNCTION.
6/ALL FANS CONTINUE OPERATING CPU FAN,PSU FAN,FROM TOWER CASE
7/"START" BUTTON ON PC TOWER CASE ILLUMINATED PERMANTELY.

If i want to shutdown the pc now i have to do a hard start by pressing the START BUTTON and hold down for 10 seconds for the pc to shutdown and everything then turns off ok,and then to start up pc i just press start button and pc starts up normally.

I can SHUTDOWN the PC normally as in START MENU BUTTON shutdown or any other option and it will goes through the same processes as above up to 5.

I have tried these remedies after spending so many hours/days searching for answers.

1/Safe boot and disabling all drivers in device manger.
2/Clean Boot
3/Msconfig disable all services and selective startup hide all microsoft services
4/Repairs windows 7 using BRITCHAT tutorial
5/POWER OPTIONS... NO SLEEP ECT ECT,tried BALANCE AND HIGH PERFORMANCE OPTIONS.

My other pc will restart no problem,is it a 64 bit version causing problems,drivers,updates?.

Please if anyone can help or has experienced this problem and found a solution appreciate some help herei have trailed through th einternet  on so many sites and for solution and tried all suggestions,strange pc wil shutdown normally but will not shutdown properly and restart on its own.

Boot the computer into safemode and see if you can shutdown/restart the computer from there.

Also check event viewer to see if anything unusual was logged. Google usually helps with the error codes. Here's how to get to event viewer:

Open Event Viewer by clicking the Start button Picture of the Start button, clicking Control Panel, clicking System and Security, clicking Administrative Tools, and then double-clicking Event Viewer.‌ Administrator permission required If you're prompted for an administrator password or confirmation, type the password or provide confirmation.

Hi thanks for the reply back,yes i tried boot into safe mode and tried RESTART from there,no joy.

Hi have done as you suggested i have a load of events red exclamation marks and yellow exclamation warnings trying to make sense of them all i will google them,could a reinstall of windows 7 maybe help cure the fail to restart problem,its strange as i have windows 7 ultimate 32 bit version installed on another pc and have no problems whatsoever.
What would happens if i installed windows 7 32 bit on my 64 bit new build system might i not get the benefit?.

I am now going to uninstall all windows updates.
Then try roll back BIOS DRIVER update as someone had this problem same me and it solved it.
Also going to roll back all driver updates.
Finally if that does work then i will re-install OS

Let you know how i get on Sleepy

I Have tried all suggestions mentioned also uninstalled all updates and drivers.

Am now re-installing windows 7 ultimate from scratch after deleting DISK 0 AND 1 PARTITION to give me clean unallocated drive space to re-install windows 7 but i am using another CD(not the same as before) in case it was corrupt ?.

I Have now gone through THE WHOLE install process ...booting from cd changing first boot in BIOS setting i changed to,and pc said it needed to re-boot but failed to do so,again!!, it went through process of logging off,shutting down,ect ect,but fans and HD PSU still on?,so had to do a hard shut down press start button on tower to shut down completeley AGAIN,this is driving me nuts!.

Am now installing CD came with MSI MOTHERBOARD DRIVERS and MSI live updating them INCLUDING BIOS update and all other updates intel ect ect,also installing CD Drivers came gigabyte GRAPHICS CARD.

Am now installing microsoft updates

Could this be a faulty motherboard causing problem?,someone here must have some more ideas?...
Can someone here explain what actually controls the shutdown and restart of the pc?,i presume is it the motherboard unless i am mistaken?

Getting late now i will post what happens when all is updated ect,i reckon it will be the same! Huh Sad

I'm confused thought you said it was a Z87 GIGABYTE motherboard but you are mentioning MSI now?

Hi Brian,

In windows 7 there is no Hybrid Shutdown” POWER OPTIONS Feature its only in WIN8 just options of balanced and high performance i have it set high performance option:put computer to sleep(never).....option turn off display(15 minutes).
Tried all suggestions links...now at a loss..could it be hardware problem like faulty motherboard?..

Hi sorry i ahve been racking my brains out on this problem since last thursady and to be honest i have had enough,but i am no quitter,just tired!! Sleepy

the motherboard is a: -

MSI MICROSTAR MILITARY CLASS 4,Z87-G41 PC MATE

PS i think i have solved the problem it was an UPDATE OF THE BIOS FROM 1.5 TO 1.8 CURED THE PROBLEM
