You were accessing the C drive in diskpart, messing with partitions and volumes but cleaned the disk by accident using the clean command, don't worry, you can recover your windows 7 system with all your data on it, everything that was on it before. Please note I have not tested this on Windows 8 or Windows 10, but if you want I can for all the users out there. For this tutorial, you need your Windows 7 Installation CD/DVD or USB Flash Drive. This won't work if you have used the clean all command because all files on all the sectors of the hard drive have been erased permanently.
1. Access the bios by pressing the right key to enter setup. This varies depending on the type of computer you have I.E manufacturer, Acer, hp, Toshiba, Asus, etc. To find out the right key, look at this link https://www.makeuseof.com/tag/enter-bios-computer/. After you enter the bios, go to the boot tab and make sure the CD-ROM or removal devices(USB Flash Drive) option is the first one booting off before the HDD/SSD.

Also make sure the secure boot is disabled and UEFI and legacy boot mode are enabled. Then insert Windows 7 installation CD/DVD or USB and save changes and exiting
2. Wait for the Windows Installation screen to show up on your screen. At the bottom of your screen, it will say loading files, which means the system is booting off the CD/DVD or USB.
3. Select your Windows Language, Time and Currency Format and Keyboard or Input Method then click next.
4. Click Repair Your Computer at the bottom of your screen on the left side.
5. Click on the small white circle for "Use Recovery Tools that can help fix problems starting windows" and click next
6. click on startup repair and let it search for problems and attempt to repair them.
7. After it has finished searching for problems and attempted to repair you should get a message saying "Restart your computer to complete the repairs" that means it has restored your system. After that click finish to restart your computer.
8. Let your system boot up normally. Do not press any key to boot from the CD/DVD or USB and let windows load up normally.
9. If you are able to access the windows 7 desktop correctly, you have successfully restored your Windows 7 Operating system back before you cleaned the disk.
Final Notes:
Run a scan using the command sfc/scannow in an administrative command prompt to make sure you don't have any corrupt system files.
If you have lost your data even after you recovered your Windows 7 OS, you may still be able to recover it using EaseUS Data Recovery Wizard Program

(Please note, if you used the clean all command, you can't recover your data because it erased the data on all the sectors of the hard drive permanently .
