All of them as a general rule, although some people I know do like glary utilities and will swear by them however they have started to have problems more recently after about 5-6 years of use so it may be a botched update as opposed to an issue with the program.

In today's systems OSs auto optimize based upon your hardware and firmware settings so there is no need for optimizing unless you're a builder and have bespoke hardware / software.

CCleaner is safe but is not really an optimizer in all sense of the word it is simply a cleaner of sorts it does nothing for R/W speeds, neither does tweaking.com Windows repair.
