Hi Tony, Welcome to the forum
You can order new
Recovery CD from here. Not sure of the reputation of the site, because I have never used them.

Hiya GuiltySpark
i saw this in the book and i was thinking it may have been delete so can i do one from my laptop and put it on disk ?
as i did the f8 and had a look but in the manu it did not come up with system Recovery options :-(
About 1.5GB hidden partition is allocated on the hard disk for the
System Recovery Options.
This partition stores files which can be used to repair the system in the event of a problem.
The System Recovery Options Feature will be unusable if this partition is deleted

Hi Tony,
Open up Disk Management to see if your Recovery Partition is there (example below)
How To Access Disk Management in Windows Vista
if you have that partition, you should be able to reset your machine back to factory default, you can also create your own recovery media, follow this guide
How to create recovery media to be used to reset your computer back to factory settings?
If none of above works, your Recovery Partition is Missing, Damaged or Corrupt

Hi Tony, So your Recovery options is gone and you can't restore from that.
So you going to need to have:
1. Windows Vista CD do you have a Vista COA licence sticker on the machine like this?
2. A Original Toshiba Recovery CD or One that you have created with Toshiba Recovery Disc Creator.
3. If you have anyone of these you will be able to boot to that CD and Reformat you machine and rebuild the Operating System
