Restoring registry on non bootable windows 7

Hi,
I'm one that likes to listen to Bri's vid's to garner from the Pro as much as possible.
What I'm not getting about his video's regarding backing up and restoring the registry is how do you go about restoring the registry when confronting a non boot able system? I don't see the point of registry backup if there is no way to get to the registry restore with a non boot able system? Can you direct me to a video that discusses this issue directly? He talks about using a Windows 7 repair disk and getting to the command prompt from there. Can the repair disk be downloaded do you know of a link to do this?

You need to create a repair disk or live cd or winpe
