Have you tried uninstalling the Ethernet and WIFI adapter from the device manager. If you uninstall the adapters (not the drivers) they should default to the original settings after you restart the system and should work.

Is this a recertified corporate Laptop?

Requesting a static IP from your ISP is only good for things like Hosting Websites and etc..
