What type of program? have you tried to see if the issue goes away in safe mode with networking?

Try a clean boot
How to perform a clean boot in Windows

Also try and create a new user account and see if the problem goes away.
This issue is sometimes caused by Antivirus, Firewall.
I also see this update file kb3132372 causes this issue, you can hide this update file or uninstall it.
