Certificate propagation is disabled in your services turn it to automatic and restart your system.
Once your in services find certificate propagation double click on it then where you see disabled click and in the drop down menu select automatic then click start then apply then ok and restart your computer and try installing .net 3.5

Great!!! but I think we need to to repair your corrupt files before you are faced with problems in the future.
