It seems like my graphics card is failing

If you want to use it temporarily you can always Reflow the graphics chip, you would need a heat gun but it is only a temporary fix.

I think the video card fail because you try to run obs on the laptop

its like putting a horse on child the load was too much

it's a low end laptop

I was having issues with my pc freezing at random times so i ran seagate tools for dos on my hd. I ran the long test and my hard drive passed and smart wasn't tripped.
So i used a software called pc check that is  bootable software i ran mother board tests,processor tests, graphics card test just any of the ones displayed and all came out clean well i wanted to use a more thorough testing piece of software but i started having the issues shown below in the video also i had the urge to say what the heck and tried installing windows 7 again i got to the graphical first section of the install process where you choose language and key board setup and my screen looked similar to the picture below.

Did you install a graphics card in it? If so, I am sure that little power supply was working it's butt off. If the power supply is under 300 Watts...It doesn't have enough power. Sounds like your power supply is on the way out the door. To find out...Get a spare power supply (350 watts or more) and hook it up to everything..Then try running a benchmark on the graphics card.

Its an old slim tower that i bought from a Wal-Mart refurbisher which ran like a beast. The slim tower couldnt support my graphics card because the card would stick out so thatd mean the cover of my system would have the cover off to have a card in there . Its all stock or at least the way it came from the refurbisher is how i left it.

*DVI ADD2 SDVO single head low profile Graphics Adapter (PCIe x16)*

You can get low profile video cards on the cheap that beats your onboard graphics and won't tax your power supply too bad. I think you cpu may be a bottleneck however.
