Is it possible to turn off disk performance counters off in windows xp - windows 10?

I read an article about how the disk performance counter is a bottle neck.

When i type the command diskperf -N i get something about the counters are on permanently on windows 7 am i typing it wrong?

make you open cmd as Admin

I cant tell if it worked or not lol but I suppose that it worked.
By using diskperf -N in admin cmd prompt does that command turn off the disk counter until I decide I want it on or is it a simple restart and the disk counter turns back on?
