Speaking of tweaking

Im trying to figure out a server tweak and a gaming tweak that doesnt involve the bios or the registry but improves performance or is supposed to.

Anyone have any ideas?

That's very vague because it could be anything ie: Graphics Card Settings, Network Adapter Settings, Game Settings, Router Settings, System Settings or even Cheats.

How would this tool be used I read somewhere that you match the ms to your display or graphics card but how would I find this information out?
