I would like you to remove the hard drive that you installed for extra storage, and remove any other USB devices and see if it boots faster.

The bios reset and CMOS reset didn't work

ok it's booting the same way with the hard drive removed

perform a clean then check to see how fast computer is booting up https://support.microsoft.com/en-ph/help/929135/how-to-perform-a-clean-boot-in-windows

Also, run CCleaner portable save the startup log file then post it to the forum https://briteccomputers.co.uk/forum/showthread.php?tid=1238&highlight=CCleaner

Just done the clean boot, It still took forever to do anything then windows eventually loaded. It takes 5 minutes after clicking the on button for anything to appear on the screen, It would be the Toshiba leading innovation screen first for a couple more minutes then windows will eventually load. But it has loaded after doing the clean boot.
