what is the best 4k capture card to put inside the pc and setting up a 4k on a 1920x1080 monitor

Probably the Blackmagic series 
If your in the US Blackmagic Extreme 
If your in the UK Blackmagic Extreme

Does it need to be inside the computer?

yes i try just box verison once and it dint work at least with one inside i don't have to deal with a lot of cables

i go with the Blackmagic Extreme thanks for now part 2 si to setting 4k on a 1920x1090 monitor

Just change broadcast settings to 1080P instead of 4k

Just out of curiosity, why do you want to spending all that money on a 4k capture card when your stepping it down to 1080p
