if can create a video to allow user to forcibly remove a system installed app on android devices. if it cant be done or if its unlawful, so be it

You might find that you'll have to ROOT your device to remove/uninstall some of the system installed apps.
What I normally do is just disable them in the app manager.

Like Jason said you would need root access to force uninstall these apps.

my tablet has root. i have dev access. ill try and see if can tinkle with the problmatic app that has the malware. but wonder why its only that app thats infected and not any others

See if the app is a device administrator; if it is, you'll need to deactivate it first from the Security settings and then uninstall
