Malfunctioning USB port

Im getting a pop up saying usb port is malfunctioning and windows cant find a driver for my mouse thats plugged into the usb port all though windows detects the mouse.
So i plug the usb mouse into another computer and i didnt at all have any problems.

( i played roblox for a little bit with my cpu tapped out but not having lockups on the computer that is having issues)

The mouse that was in the port that was malfunctioning i decided to put into another computer that was some what newer and the same problem happened on the dx7300 slim tower but on my laptop that which hp f 15272wm the mouse works fine?
(dell dimension 8400 is the one where the port was failing and the newer one is a dx7300 slim tower)

My first thought is a bad mouse cord... sometimes if there is very slight insulation wear on the small wires in a cord, it's fine then it's not. Wiggle the cord while moving the mouse cursor all over the screen. Does everything else that you plug into the USB port of the Laptop work fine?

Yeah everything else works but when i use the mouse thats failing on my laptop (that came with windows 10 installed hp 15 f272wm) i dont have any problems with the mouse which is strange.
