  • Access safe-mode with networking and see if it happens there.
  • Make sure all Antivirus and Firewall and security programs are disable and try.
  • Try booting to a Live CD and see if you can browse freely. 
  • Disable All Internet Browser Extensions
  • Running Correct Date and Time Settings?
Clear your SSL state
   

Change Your Internet Security And Privacy Level to Medium 
   

Try and Disable Chrome QUIC Protocol

In addition to what Brian advised, please also reset the hosts file as explained at https://tinyurl.com/lcr2gs and let us know the results
