HDD help needed please

Cloned my old Seagate HDD with op/sys on it to a new SSD...removed old HDD and now want to format it and use as spare.
Bought a Startech Sata lll to USB cable to connect it to laptop.

Connect to USB (only has USB 3 ports) on laptop wth Win 10...drive is seen in explorre as USB drive F:, but double click to view contentsit and get the "Please insert a disc into USB Drive (FSmile window pop up and theres no sound of it spinning up at all

Tried all three USB ports and the same aslo tried on a mac book and that didnt even see anything.

On the startech there is a tiny orange led that comes on and i can feel the plug gets a bit warm which suggests its supplying power to the HDD but apart from that nada

the HDD was removed from the pc about a week ago and has not been moved or dropped or anything.

anybody got any suggestions please

ok, update.....took laptop 2.5 HDD out and used the startech cable to plug into mac lappy and it worked fine.......so its not the cable
is it likely that the 3.5 HDD isnt getting enough power from the USB 3 to spin up ?

Which Startech adapter are you using? 3.5" drives require outside power source unlike 2.5" drives that can run off of usb power.
