Encrypt to decrypt data

I have a problem in my PC. I can't decrypt encrypt data.
I am going to tell you everything.
Hope you can understand and give me the best solution.
First time when i buy PC i  install windows 7.
After a few months i install windows 8 pro and my PC is upgrade.
This time when i using of windows 8 pro i have some important data.
I safe the important data in permanent storage.Go to properties and i select the option of encrypt contents of secure data.
Now my important data is secure.[As above i mention i select the option of encrypt].
I have fully control on my pc and i change setting when i want to change.
Because i use windows 8 pro as Administrator.
Again after a few months i install again windows 7.I using the windows 7 as administrator.
but i can't access my important data.
I can't open it,i can't move it,i can't copy to another place in my pc or usb.
[when i un select the option of encrypt contents of secure data and apply]
then window dialog box show the message
[you will need to provide administrator permission to change these attributes.]
what can i do to change these attributes.

now I don't think the data is Encrypt

the hard drive is failing and needs to be replaced

when a hard drive is failing the data because unreadable


my best advice is if you really them data take to data recovery center

No matter what encryption software you use, you must Decrypt your disk drive before you continue with fresh installation. This can cause problems like your seeing here.

D:\ drive where i safe encrypted data.
I don't decrypt data before fresh installation.Yes You are right.

So what can i do right now to recover encrypted data.

I only concern of my encrypted data.I post it encrypted data screenshot.

After a fresh install, you can't decrypt files. The information for the encryption and decryption would of been stored on the drive you wiped.
The whole purpose of encrypting your drive is to make it impossible to recover or read the drive without the right information.
You have since wiped this information. I think you will find it very difficult to decyrpt them files without the encrypted cache key or password.

Date Recovery is a option but not always successful. If you have the correct files to decrypt it would still be possible, but I would think these would of been stored on your c:\ drive.

Do you have the recovery certificate, encrypted cache key or password file that the software might use to recover the files? if not, I would say its going to be very difficult to decrypt if not impossible to decrypt.

I can never understand why a home user needs to encrypt data, unless they are paranoid or doing something dodgy.
The only type you would need to encrypt your hard drive is if you have really sensitive data on the drive, like government, military etc etc.

Yes it is my big mistake.
why i encrypt the data it's my fault and i fell guilty.
I am very scared.
But this time i really need for your help/support.

I use windows 8 pro as administrator.
I safe the data in PC at permanent storage and i go to files properties and i [only] select the option of
[Encrypt contents of secure data] and apply setting.
Data is encrypt as show in green color.

When i encrypt data
I don't know what is encryption.
I don't know what is original encryption key.
I don't know what is Encryption File System.
I don't know what is Bit locker.

After i fresh installation of windows 8 pro then there is a problem about i can't access my encrypt data then i go to youtube and see the tutorial but i can't solve my problem.

Now at this time i using windows 8 pro.
What can i do right now to decrypt data?
1-I install win 10 right now?
2-I go to good reputation of data recovery shop to recover data?
3-I can create data recovery certificate or backup certificate?
what can i do to recover encrypt data
