Win10 Emoji Panel Won't Open

Hi All,

I'm running the latest version of win 10 and the emoji panel will not open,
when using either Win + period, or Win + semicolon key's.

I've done a system file check and no integrity violations were found.
The emoji panel also doesn't open while in safe mode with networking.

Is there a known service, that needs to be turned on/running for this to work?

I've checked these settings, seen in the image below.
Which appear to be in order.

Maybe there's a setting I've overlooked, or perhaps have turned off?
I've also inquired at the tenforums.com regarding this issue and couldn't find a fix/correction for this issue
Attempting to set the keyboard layout back to it's default settings using PowerShell, proved to be ineffectual.

Any suggestion on how I might correct this issue, would be greatly appreciated.

As a side note:
The emoji panel did at one point open as intended, now it doesn't.
It also was not functioning, prior to the latest August 14, 2018 - KB4343909 (OS Build 17134.228) update.

it's working for me when I press

using on screen as a  example

   



you can also get it by right-clicking selecting  Emoji in chrome

Okay,
you can mark the thread solved for you, but not for me.

Right-clicking and selecting Emoji, doesn't do anything.

ok sorry if I come across like if it worked for me it  should work for you

was just testing to see if it was a general windows 10 bug


download a next a language pack

remove the US  language pack

then re-download US  language pack

I see nothing wrong with how you come accross Compton. You are only trying to help.

@Wallace make sure you have Language Settings set to English (United States) as the input language.

The language Settings appear to be set correctly.
As can be seen below.

I do believe I already posted this image, as part of my original post.
Does the image below show the correct location for the language settings?

Is there perhaps a different location for setting the language input, that I'm not aware of?

Sorry I missed that on your first post.

Try adding this entry to your registry.

* In the run box enter REGEDIT

* Navigate to Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Input\Settings

*Right click on the "settings directory" and select New DWORD (32-Bit)

*Name it EnableExpressiveInputShellHotkey

*Give it  Value: 1

Save the entry, exit and reboot

NOTE please be sure to create a restore point and/or backup your registry before performing any registry editing.

I've seen this registry hack before.

It's my understanding, that this registry entry is for non-US versions of Win10.
By adding this registry entry. It enables the emoji picker on devices, that aren't running a U.S. install.
I live in Arizona, so I do have a U.S. install of Win10.

Am I correct, about what this registry entry is suppose to do?
