Hi Britec thanks i had seen this video this morning, i have gone through each stage on both machines to the letter PC1 can access PC2 but not the other way round the only difference i can see is that on the problem machine PC2 is when you go to Media Streaming Options on the Local Network only PC2 is listed on there, if i select All Networks all the PCs are listed and all ticked to allow.

Try this: 
1. Open Control Panel > User Accounts > Manager Windows Credentials > Add a Windows Credential

Add all computers 

   

2. Internet or Network Address: Name of other computer's

3. User Name: Other computer's microsoft account logon email address

4. Password: Other computer's microsoft account logon password 

5. Now run Network Reset

Hi Brian done as suggested and no joy im afraid, i put in the mame of the PC no change so put in the IP Address with the same result but thanks for the info to try.

Not an issue because this problem always comes
Things to check:
- Make sure password protected sharing is turned off
- Make sure the person has the right permission to access drive and folders
