Stopped using Download.com a long time ago. Other dodgy sites are BrotherSoft, Softonic, FreewareFiles and Tucows. If your going to use them, try and use the direct download link to the website and download from there. Its safe to browse the site, but risky to download from them.

Registry cleaners like CCleaner is OK, try not to use it to much. It does not do a full registry clean so its not as bad as some other cleaners

You cant get rid of risky as such. If the website exists, it exists! Just don't go to it.
Download.com is a part of Cnet the risk involved is not so much with the website but with the installer, and even then it's mainly because of third party PUP's. As long as you don't allow those to be installed you should be good to go. Just make sure you run Anti-malware scans on the downloaded file and a PUP scan after installation of chosen program.
