The sign in you are seeing is important only if you are using features that allows what your doing on one computer to be synced to another computer like how you can work on a document on a laptop and open up that same document on a computer.

Or task view which allows the tasks on a laptop to show up on a desktop.

Unless you want your computer to be in sync amongst each other than you can just ignore it. If the notifications annoy you than you can sign into windows store and choose Microsoft apps only which should make that notification go away but still be able to use the local account which is used in older operating systems and modern.

I am using my citrix vdi for my quickbooks and they are been synced to my work station and home pc. using the sign in option helps me a lot as the same system protection is been shared with all 3.
