There is a way to add gpedit.msc to windows below Professional Versions of Windows. I have never had the need to use it myself, because I have always had access to gpedit.msc.
If you do want to use it, you do so at your own risk. I cannot validate the legitimacy of the program.
Add the Group Policy Editor to your Windows Home Premium, Home Basic or Starter Edition.

After Installing the above installer - Download the zip file below and extract the gpecit.msc file to C:\Windows\System32 Folder manually
