Control Panel loads Blank

Hi Guys

I have recently cleaned a badly infected Windows 8.1 machine from Malware - Virus's - Adware etc , But some of Windows features will not run or when they do load they are blank and hang. I have tried to run SFC to see if Windows can find errors but SFC will not run ( Administrator elevated ) . My question is if the Windows 8.1 is a OEM not Pro or Enterprise version how can I repair the Group policy setting to default ?? Doing a fresh install is not an option at this point in time so any suggestions will be appreciated ...

try creating a new user profile for windows 8.1

also try running Windows Repair https://www.tweaking.com/content/page/windows_repair_all_in_one.html

Thanks for response , As I said this is a OEM Acer machine if I create a new user profile and pass user data across from corrupt account ( pic's , Music etc ) will this method also pass across all the Acer preloaded software across also aswell as all previously completed Windows Updates ????

I would copy pic music on a flash Drive then just copy it over

yes if you create a new user profile all of acer preloaded software will be there
