How to Install or Uninstall Programs From Safe Mode with SafeMSI.exe
There are many reasons why you might want to install or uninstall a Windows application in Safe Mode, such as troubleshooting a failed boot, removing spyware or viruses, or cleaning up a slow computer.
This How To article describes how to boot a Windows computer into safe mode, and install or uninstall an application in safe mode.
What you will learn from these step by step instructions is how to bypass the following error message:
"The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance."
It is also not possible to start the service manually, an error message will come up saying
“Could not start the Windows Installer service on Local Computer. Error 1084: This service cannot be started in Safe Mode”
InstructionsStep 1 Starting with your computer turned OFF, press the power button to turn on your computer.
Step 2 Once you begin to see text on the screen, begin tapping the
F8 key on the keyboard.
Step 3 Stop tapping the F8 key when you see the "
Windows Advanced Options" menu.
Step 4 Use the arrow keys on the keyboard to choose safe mode with networking. Then, press
enter to continue.
Step 5 Launch either Internet Explorer or Firefox.
Step 6 Since you will need the SafeMSI application to enable the Windows Installer service and and all of the other dependent services, click the link

Extract All" from the menu and follow the extraction wizard).
Step 8 Double-click the extracted the
SafeMSI.exe file to launch it.
Step 9 Wait till you see the "
Windows Installer service has been enabled" completion message.
Step 10 Install or Uninstall your program or application, scan for viruses, troubleshoot.
