Please perform the following steps to troubleshoot this issue:
1. Remove Fax role on TS server.
2. Naviate to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Fax, check if there is any legacy registry keys. If so, please remove them.
Note: Please do a backup for
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Fax before modifying anything.
3. Now reboot the server and reinstall the Fax role.
Does it work?
If the problem continues, please take the time to collect the MPS report on TS server.
1. Download proper MPS Report tool from the website below.

Server Components”, click
Next.
3. After collecting all log files, choose "
Save the results", choose a folder to save <Computername>MPSReports.cab file.
