windows7 problems bios is changed registry gone turned into nt server

My bios has been changed all my registry keys are 0000000000 for my hardware the only re registry keys that have a value are all the plug and play stuff that someone instaled it has turned itself into a nt server and is se nding packets like wild and I dont know what it is sending hate to know but I have to get this stoped I am running windows7 premium or at least Iow thought I was it is a sony vio vgn-nr140e laptop I tried to do a clean install but it wont let me I am asking please I need some real help here I am on a network with dsl I have the wireless shut off but that is how it is conecting it is not conecting to my internet serevice provider but another server and I think it just takes me were it wants to please help thanks
