Ok so i have been trying to delete a program off my windows vista computer but every time i try to uninstall it. It says "please contact your system administrator" and no matter what i do to give full control to my account which is a administrator. people say there is a (Hidden) administrator to protect us. But i want full control over my computer not it. if someone has a solution to this problem can you please share it with me thanks.

Are you logged in as an Administrator to uninstall the programs?.  What programs specifically are you trying to uninstall?  How are you trying to uninstall the programs?
Try and Turn off UAC
