Does this include the program files? if so id suggest going through and uninstalling program that u no longer need

If not im note sure what to suggest the program Utorrnt has been known to dump files in the system32 folder maybe that could be the reason?
if you do delete something and your not sure weather its important to windows you can run a system integrity check

    1. Click Start, and then type cmd in the Start Search box.
    2. In the results area, right-click cmd.exe, and then click Run as administrator. You will be prompted to type the password for
an administrator account. Click Continue if you are the administrator or type the administrator password. Then, click
        Continue.
    3. At the command prompt, type Sfc /scannow, and then press ENTER..
(make sure you have your windows disk on standby to replace files.)

if not already u could run CCleaner although i doubt it would fix the problem

i have run CCleaner free up 200mb and been through add and remove programs but there is still 35ish gig in the c:Windows/Installers folder

i have started going through the properties of each file and the majority of them are windows office files i removed office and still no joy i am now removing them one at a time but there is a lot so might be some time.

any ideas on why this happens and if there is a quick way to check if they are vital to programs running would be much appreciated

Use the Windows Installer Cleanup Utility and remove any redundant, orphaned installers you have.
