I use Cotton swab and rubbing alcohol to clean off thermal compound
I reapply thermal paste by place one dot of it on CPU

no, it doesn't matter what percentage
I would say no you don't need to spread the thermal paste
yes you can put some of the paste on the middle of the CPU and then put the heatsink back on

Thinking the third store i went to would have 99% Isopropyl-Alcohol i could only find 91% so is there any tips that would make the cleaning and reapplying process as smooth as possible? Like after i dip the qtip in the rubbing alcohol should i just go right to cleaning the cpu or how should that part of it be done?
(I already have the disassembly down)

just put a little Isopropyl-Alcohol on qtip start cleaning the thermal paste off the CPU carefully
after cleaning off thermal paste give it a minute or 2 for the Isopropyl-Alcohol to dry
smirk24 try not to over think it just take your time and you should be ok
don't be nervous because when you are nervous your hands will probably start shaking like a earthquake
that when mistakes are made just take one step at a time
