If you installed Windows 10 and its not activated, you can use that Windows 8.1 key to activate Windows 10.
If you have not used the windows 8.1 key yet, you can use it on any machine you want.
If you have used that Windows 8.1 key you can't use it on any other machine but the one you are using it on, it is now tied to that machine.
