My computer wont boot up after its been turned off

I turned on my computer today and my diagnostic lights 1-3-4 were a solid green and my computer didnt effect my monitor but when this takes place i can force a shut down on my computer and then it starts up with no issues.

I researched what the diagnostic lights mean but nothing i've found even in the owners manual talks about what the diagnostics lights 1-3-4 solid green means.

But what ive research indicates that its my ram but i just want to be sure because i plan on upgrading the ram and hard drive on this dell dimension 5150 with the following parts 4x1gb PC2-5300 DDR2 667mhz DIMM NON-ECC 240-pin (link to ram: https://www.ebay.com/itm/321872623385 ) And a 250GB 8MB Cache 7200RPM SATA2 3.5" (Link: https://www.ebay.com/itm/150836978192 ) but i don't want to buy them if i don't know whats going on in my system.

We can close the thread it was a ram issue but i replaced em and the computer ran like a champ. Thanks for the help.
