so you are able to boot from the flash drive just can,t format the hard drive to install windows.?

Yes that exactly it. When I want a fresh install I format my C:\ drive (SSD) first and then install Windows. Works fine from DVD but when I try with a flash drive it will not format the drive or delete the original partition. It just brings up a message saying something like "cannot perform this action". I cannot remember the exact wording but will make a note if it happens again next time.

Try running a chkdsk on that thumb drive.
