Windows Update "Some settings are managed by your organization"

i would like to know what the means

Some companies and organizations system administrators may set policies that dictate how certain settings should be set on company computers. If such settings are set, then you would see those settings as greyed out where you cannot change them.
In your case, if your computer is not part of a company "domain" then likely this is just serving as an alert that in case an option is greyed out, then you know why.

Its got to be something to do with "Who owns this PC" option you made when you had a choice to choose a option.

recently upgraded from windows 8.1 update 1 to windows 10, changed settings in bios, reformat and clean install windows 10. i haven't seen that settings screen yet as shown the image above.

"Some settings are managed by your organization" I found out some more information about this.

The message is based on what privacy settings you selected. 

Go to Settings > Privacy > Feedback & diagnostics > Diagnostics and usage data >  Basic. Just change this option to "Enhanced" or a higher setting and the message should disappear.

Not much you can do. Use Basic and have the message.
