Can't pin a program to the start menu.

Background

When the new firefox browser was released (version 43) in both 32 and 64 bit, I decided to download the 64 bit version to see what it was like. I installed it and all seemed to be going well. I thought that it had upgraded my current version 42 32 bit version as all my information (bookmarks etc) seemed to have crossed over.

Then I noticed a little later on when I pressed either the task bar icon for firefox and also the start menu options that it still pointed to the old 32 bit 42 version location.

I'm not sure why it didnt update the shortcuts to make it point to the new install.

What I did

I unpin'ed the current task bar firefox icon. and looked for the location of firefox 64 bit version in the regular program files directory. Then I made a shortcut on my desktop. Then I selected to pin it to the task bar. This all worked as planned.

Then I right clicked on the firefox.exe file and clicked to pin it to the start menu. Right clicking on the file seemed to indicate that it worked. When I went to the start menu it even had *NEW*, as though a new program appeared. But it was no where to be seen. The only menu option there was still pointing to the 32 bit version.

I did attempt to edit the shortcut to that entry and my first attempts it wouldnt let me. It would say something like, target not valid. I eventually got the ability to edit the shortcut by using the sfc /scannow command and then it would ask me if I wanted to edit if with admin status. So I did eventually successfully edit the start menu shortcut.

But yea.. I don't know why it wouldnt let me pin the new firefox.exe to the start menu. When I had run that scannow command I noticed if I tried to pin it it had no effect.

I'm not at the 512 number of apps. I checked that. It should seems very odd.

Does anyone have any ideas? I've seen on the internet that others have had these issues, even going back to the beta versions of windows 10. But few seem to solve the issue. I'd just like to know what's stopping me pinning it to the start menu. Some people say some programs pin easily while others have these issues.

Thanks mate. One of the suggestions seemed to work. The changing the local group policy editor "Prevent users from customizing their start screen", and "Prevent changes to Taskbar and Start Menu Settings". The latter worked mostly. They were set to not configured. But when I changed them to disabled, things started working again.
