Windows 10 annoying issue

when i exit out of my system info (Control Panel\All Control Panel Items\System) the window dissapears and then comes back, would this be a bug issue or is there something wrong with my system?

Try running sfc /scannow 

Make sure Software Licensing service is started and set to Automatic, maybe stop and restart that service as well if its already running.

Question 
I dont know how this happened.....but i dont even have that service in my list of services? i downloaded the iso of windows 10 home from the tool that microsoft supplied (https://www.microsoft.com/en-us/software-download/windows10) and its the key that microsoft gave me when i upgraded from windows 8.1

I tried doing what you said but about making sure software protection but i ran into a slight problem hopefully the picture shows you what i mean



   

Im going to try setting software protection to automatic by using the registry    

This is the picture took after making the changes and but before restarting the computer

Ok, so since the registry edit didn't work i tried sfc /scannow with admin command prompt and it froze my whole pc when it got to 74% so i tried ctrl alt delete and notging so i shut the pc off with the power button, when it shut off i waited 30sec before i turned it back on and it froze again... what should i do? Ive read that with an ssd you want to write to it as little as possible so im kinda nervous

Is it freezing while loading Windows or is it freezing during POST? Try safe mode.

after it froze the first time during a desktop sfc scan then after it rebooted to the desktop it froze as adwcleaner was cleaning a folder so i ran chkdsk /r /f  and the results of it are below

I ran sfc /scannow after chkdsk and it completed successfully but im still having the issue with the window popping back up after i exit
