POPULATE W10 PEOPLE FROM XP OUTLOOK

Hello - I have a PC with XP and OUTLOOK 2003. I use a gmail account. Can I copy my Contacts from Outlook 2003 to my new Surface with W10? PEOPLE does have 'some' Contacts auto'y from Google but that is far from complete because it only reflects the one's on my Android phone.
